This supplement is intended for a superhero game, and is particularly appropriate for any setting in which superpowers have just started to arise, or for more restrictive countries.

Superheroes are often depicted as being able to do what they want in order to stop criminals, even though their own actions might, in fact, actually be illegal.

In real life, this is unlikely to be the case. Governments and law enforcement do not want vigilantes ruining their crime scenes and interfering in investigations. This is a fictional memo detailing just how the authorities would react to the actions of unofficial superheroes and vigilantes, and what crimes they would be charged with.

A perhaps less than serious supplement, this can be used by GameMasters to harass or annoy their players, by making them answerable for their actions if they do not think first.
