There are always going to be those who don’t play by the rules. Thieves and con artists, assassins and detectives, these folks come in many shapes, sizes and motives. Some of them are just looking to make a quick buck, and they don’t mind telling a few lies (or greasing a few palms) to make that happen. Others have deeply held convictions, and they’re willing to cross whatever lines they deem necessary in order to do what they can to advance their cause. And some… well, some are just black-hearted bastards who want to watch the world burn.
The NPCs listed in this supplement run the gamut. Some of them are just out for themselves, while others might have rules and codes they abide by even while they disrespect every law in their nation’s books. Which ones you choose to use (as well as whether they’re important to the plot, or merely a little extra background to make your world feel a bit more organic) is entirely up to you! However, with 100 of them to choose from, you’re bound to find someone who can act as a helping set of hands, a knowledgeable rumor monger, a deadly antagonist… or perhaps even one NPC who can fill all these roles at once!

85. Vorangia Norn: A broad-shouldered dwarf with thick locks and an untrimmed beard, Vorangia looks like a terrible savage when one first lays eyes on him. Often communicating in little more than grunts and points, it’s natural to assume he simply doesn’t share a common language with most people. Allowed access to many places as a bodyguard, Vorangia is present for all kinds of conversations among people who consider him little more than part of the background furnishings. Vorangia is actually quite intelligent, however, but his liar’s face tricks diplomats and negotiators into sharing plans or even confessing to crimes where he can plainly hear them. He’s kept this up for over a century, and the ruse has been extremely successful thus far.
86. Talia Broadmoor: The warden of Black Rock Prison, Talia is a powerfully-built woman with closely-cropped red hair and flashing eyes. While she’s rumored to have a cruel streak running through her, the truth is that her real skill is turning the inmates against one another so they do her job for her. Fully half of the prison’s population answers to her directly, and most of them think they’re the only mole in the whole of Black Rock. As if that wasn’t enough, it’s also rumored that a majority of the guards were once inmates. While some of them were officially pardoned, at least a few of them were declared dead on their official records and given new identities and uniforms… as long as they continue to do as Talia bids, of course.
87. Lerman Baunburne: A stout halfling with ragged chestnut hair and a slight burn scar along one cheek, Lerman is an easy going individual with a wistful gaze, and a small smile playing around the corners of his mouth. He’s also a terrorist who has destroyed hundreds of lives in his quest for permanent, political change. Poisoned wells, purposefully-spread diseases, deadly fires, murders and more are all tools he’s used to “persuade” the powers-that-be to change their stances on policies he disagrees with. His conscience, if he even has one, never seems to trouble him no matter how far over the line he goes.
