100 Cults to Encounter provides 100 different cults for a fantasy setting whose beliefs and actions may be outside of the mainstream religions. They could be a source of interest, conflict or potential adventure hooks.
100 Dogs to Meet in Pugmire has 100 different dogs for the Pugmire setting. Each dog is named and given some details. Some travel around whilst others remain in the same general area. They could be used to flesh out a scene or for more.

These are characters who have tangled with the law and lost, rather than those being held captive for other reasons.
